Extensive Planner uses an extensive knowledgebase to produce a plan that contains a mixture of generic and customized information:

• Generic information that captures the best practices that need to be adopted no matter what.
• Problem specific information (e.g., healthcare for healthcare problems).
• Situation specific (e.g., municipal versus central government specific).
• Country/region specific (e.g., include factors about Nigeria when developing a plan for Nigeria).

The Planner supports eservices in healthcare, education, e-government, economic development and others. These "vertical services" are supported by several horizontal services such as broadband access and mobile computing that support vertical services.
